Paper publishes “Uganda’s 200 top homos,” as prez says oral sex is western import, must be banned

In response to their president’s decision to sign into law yesterday a draconian piece of legislation making it illegal to be gay in Uganda, one of the country’s leading newspapers has published a list of “Uganda’s 200 top homos.”

The anti-gay legislation will jail for life anyone who is convicted of having gay sex more than once, an act labeled “aggravated homosexuality” under the new law.

The law also forces parents, teachers and doctors to report gay and trans people to the police.

In the “good news” department, the law no longer calls for the death penalty for gays, which it did a few months ago, so there is that.

The European Parliament reports that, ”The new law vastly expands the criminalisation of LGBTI individuals, and now forces parents, teachers and doctors to report LGBTI persons to authorities. … [T]he new law punishes persons keeping a house or rooms for the ‘purpose of homosexuality’ (i.e., landlords or parents of LGBTI persons) with a maximum of 7 years’ imprisonment.”

uganda-paper-page-1While the Netherlands has stopped all aid to Uganda in response to the government’s open war on gay and trans people, the United States, while expressing “concern,” and stating that it is “reviewing” America’s relationship with Uganda, has so far done little of actual substance.

The President and both former Secretary of State Clinton, and currently Secretary of State Kerry, have spoken passionately in the past about how gay rights are human rights.  But now that we are witnessing the beginnings of a pogrom, it is time for more than mere words.

Uganda has for decades had a significant HIV/AIDS problem, which includes a majority heterosexual component, as AIDS in Africa, as compared to the United States, is mostly a heterosexual problem.  And it’s even more than that. It’s a problem of straight Ugandan men frequenting too many prostitutes.  Oh, the moral superiority.

You really need to read Ugandan President Museveni’s entire speech, on signing the bill into law, to get the full flavor of how backward and dictatorial this country really is.

Also keep in mind that many African countries believe that homosexuality is a “western import,” that they don’t have gay people in their countries, rather “white” governments have somehow imported them.  In fact, the only “white” thing imported into Africa from the west has been hatred and bigotry, as a number of leading “white” American religious right and Republican congressional leaders have been heavily involved in exporting intolerance into Africa generally, and Uganda in particular.

Here’s Uganda President Museveni, yesterday:

top-100-homos-uganda-2It seems the topic of homosexuals was provoked by the arrogant and careless Western groups that are fond of coming into our schools and recruiting young children into homosexuality and lesbianism, just as they carelessly handle other issues concerning Africa….

When, eventually, I concentrated my mind on it, I distilled three problems:
1. those who were promoting homo-sexuality and recruiting normal people into it;
2. as a consequence of No. 1 above, many of those recruited were doing so for mercenary reasons – to get money – in effect homosexual prostitutes; these mercenary homosexual prostitutes had to be punished;
3. Homosexuals exhibiting themselves; Africans are flabbergasted by exhibitionism of sexual acts – whether heterosexual or otherwise and for good reason. Why do you exhibit your sexual conduct? Are you short of opportunity for privacy – where you can kiss, fondle (kukirigiita, kwagaaga) etc.?

Are we interested in seeing your sexual acts – we the Public? I am not able to understand the logic of the Western Culture. However, we Africans always keep our opinions to ourselves and never seek to impose our point of view on the others. If only they could let us alone.

President Museveni, with the help of Uganda’s top “scientists,” determined that most gays are heterosexual “mercenaries” who go gay for the money, or something:

My question to them was: “Are there people that are homosexual right from birth?”. After exhaustive studies, it has been found that homosexuality is in two categories: there are those who engage in homosexuality for mercenary reasons on account of the under – developed sectors of our economy that cause people to remain in poverty, the great opportunities that abound not withstanding; and then there are those that become homosexual by both nature (genetic) and nurture (up-bringing).

That’s when Museveni informs us that oral sex is a western import, and simply must be destroyed:

Since Western societies do not appreciate politeness, let me take this opportunity to warn our people publicly about the wrong practices indulged in and promoted by some of the outsiders.

One of them is “oral sex”. Our youth should reject this because God designed the human being most appropriately for pleasurable, sustainable and healthy sex. Some of the traditional styles are very pleasurable and healthy. The mouth is not engineered for that purpose except kissing. Besides, it is very unhealthy. People can even contract gonorrhea of the mouth and throat on account of so-called “oral sex”, not to mention worms, hepatitis E, etc.

The Ministry of Gender and Youth should de-campaign this buyayism imported from outside and sensitize the youth about the healthy life style that is abundant in our cultures.

Museveni concludes with some bizarre statement about how you can’t “choose” to be gay, and that this is then proof of why gays should be discriminated against:

We reject the notion that somebody can be homosexual by choice; that a man can choose to love a fellow man; that sexual orientation is a matter of choice. Since my original thesis that there may be people who are born homosexual has been disproved by science, then the homosexuals have lost the argument in Uganda.

They should rehabilitate themselves and society should assist them to do so.

Seriously, why are we giving this country a dime?

The US always gives military aid to Uganda, as I’ve noted before:

The US has given Uganda around $16bn over the past two decades, and is currently providing nearly half a billion annually.  And millions each year goes from the US to the Ugandan military – I wonder how they’d feel about their money being cut off because their leaders are attempting to become modern-day Idi Amins?

I have friends who don’t believe in sanctions, in cutting off aid, because it hurts “real” Ugandans who desperately need our help. To that, I cry bullsh*t. You didn’t hear a concern about regular South Africans who were hurt by the international economic embargo of that country. And it’s not like we put the interests of everyday Soviets, or North Koreans, or Cubans above our country’s human rights interests in those countries. But suddenly when gay people are the victims, sanctions are too mean.

Uh huh.

Well, there are a few problems with that argument. First, with regards to HIV/AIDS, how much actual education can be done if the government thinks the answer to all its problems is banning oral sex, and that being gay is a “white thing”? And how is any AIDS education going to be done in the gay community after passage of this law? It can’t.

Second, foreign aid is a zero sum game. We have X amount of money to give each year, and we divide it up among a large pool of dozens of countries. We can’t give any one country everything it wants or needs, because there’s only so much money to go around. And that means that in any one country, in every country, some marginal people are suffering who would not have otherwise had we given even more aid than we currently do.

So yes, stopping our assistance to Uganda would hurt Ugandans. And it would help additional citizens of other countries that we give the Ugandan aid money to instead.  It’s a moral wash.

There are also other options, such as the one we recently used in Ukraine.  Cut off the visas of top Ugandan government and business leaders who want to visit Europe and the US.  If Ugandan politicians are so afraid of white western corruption, then let’s do them a favor and not let them visit Rome, Paris, London and New York ever again.  (And the same goes for Russian members of parliament and billionaire oligarchs of hate like Alisher Usmanov.)

I’m sorry, but what’s happening in Uganda, Nigeria and Russia is the beginnings of a worldwide pogrom against gay people by underdeveloped countries with undeveloped mindsets. At some point we have to stop being chumps, and start giving our economic and military assistance to countries that don’t hate our living guts.

Speaking of chumps, the Anglicans help build this Frankenstein monster in Africa.  Perhaps it’s time for them to get their monster into check, or finally take a hike.  Words are nice, but it’s time for the Anglicans to put up or shut up now that their minions in Africa have commenced with the pogroms, all in their name.

    The level of ignorance that is accepted in places like Uganda and Russia is amazing. Homophobes always have such poor reasoning skills. And claim they have presented proof that they are correct. I have to laugh at his conclusion that his “scientific” conclusion has resulted in homosexuals losing. hahaha How old is 8? And claims that science has proven that his previous stance that some homosexuals might have been born that way is false. Damn, it’s like the one little concession he might have given showed we were even more wrong. So this is proof enough to destroy people’s lives and create a reign of terror. At least he listed those things about homosexuality that really rattled his cage: exhibitionism, prostitution, and the old standard recruitment charge. The first two occur in heterosexuals as well. And this silly recruitment charge is laughable as it has no basis in fact at all. It’s just the same tired old way of scaring people into thinking homosexuals are going to “recruit” their children. What is this recruitment? I’ve seen or heard of anyone who goes out to recruit new homosexuals. Does he even the slightest bit of evidence to prove this? No, but he’s sure it’s true because that’s what he’s always heard. The arrogance of someone barely literate arguing that they have offered proof to start a campaign of violence against human beings with nothing more than a manufactured or irrelevant and nonsensical reasons is chilling. This shouldn’t be tolerable.

    Ugandan gays and LGBT groups are adamantly opposed to cutting humanitarian aid. “Frank Mugisha, director of Sexual Minorities Uganda, has said he does not support aid cuts. ‘We can’t afford to create new victims,’ he said on Twitter this week. ‘We should go after the crazy politicians! Not innocent Ugandans.’ In February this year, prominent Ugandan LGBTI rights activist Abbey Kiwanuka petitioned the Dutch foreign affairs committee to use other ways to persuade Uganda not to make the bill law instead of cutting aid. His pleas were turned down. Edwin Sesange, director of the African LGBTI Out and Proud Diamond Group, said in a Gay Star News comment piece: ‘Aid in various forms helps all ordinary Ugandans, including LGBTI people who we are campaigning for. ‘Therefore the consequences of not being able to access those services financed by foreign aid will directly impact gay, lesbian, trans and bi Ugandans wellbeing.” via JoeMyGod.

    The whole thing is very bad. That anyone who calls himself “Anglican” is in any way taking part in this is worse. That the Archbishop of Canterbury hasn’t slammed his bishop there for signing on to it– heck, for being one of the leaders in the homophobic draconianism– is worst of all.

    Totally agree with John’s zero-sum analysis. Giving to impoverished people in a country other than Uganda is just as moral as giving to impoverished people in Uganda. If the U.S. gives to an underdeveloped African country, why not a country, such as Mozambique, which shows much more respect for the civil rights of its LGBT minority, or, at the very least, does not persecute LGBT people? Another former Portuguese colony, Guinea-Bissau, would also be a good choice.

    I’m in favor of cutting off all aid and for pariah status for Uganda.

    For those who claim it’s possible to differentiate between military and humanitarian aid, I ask you: Open your wallet. Look at the cash inside it. And realize you can tell people you’re spending it on responsible things like food and shelter, but choose instead to blow it on coke & hookers.

    In an ideal world, humanitarian aid would only go to those who need it and credit would only be accorded to those who gave it in the first place. But that’s not what happens in the real world.

    Quite often, the direct military aid is given in hopes of sating the corruption beast, so they let at least some of the humanitarian aid go through. But y’know what happens more often? The country in question uses that very same humanitarian aid to prop up their own power base. The corrupt bastards decide who gets to eat and who doesn’t, while always taking their cut off the top.

    You can plaster “Gift from U.S.A.” all you want on the bags of rice or wheat, but the people receiving them will be told it’s because the Ugandan government has permitted it. They will take the credit. They will use that aid to maintain the genocidal status quo.

    The price of doing nothing, of continuing the aid is to say that it’s a morally acceptable exchange, for gays and lesbians to be subjected to violence and imprisoned for life, so that others may eat and receive medicine. I feel that it is not morally acceptable.

    Our brothers and sisters in Uganda are now in danger of being murdered, beaten and jailed.

    The pogroms will begin soon. We should insist that the Obama regime offer asylum for all our brothers and sisters in Africa and elsewhere threatened by death, violence or being jailed and we should imitate that Obama and the DoJ advertise that policy as widely as possible.

    Cutting off humanitarian aid to Uganda is a retrogressive move that will punish poor farmers and working class Africans. It plays into the hands of the bigots who will use it to endanger our brothers and sisters there. On the other hand cutting off all military and police training to the bigot run government is a very progressive move.

    Regarding humanitarian aid lots of the money for humanitarian aid is already being funnelled through NGOs. Adopting that as a general strategy will keep the money out of the hands of the bigot government.

    The antigay policies of the Ugandan government. because they’re promoted by right wing thugs like leaders of the roman and anglo catholic cults and American bigots like Scott Lively, Jimmy Swaggart, Obama BF Rick Warren, Pat Robertson and Obama BF Donnie should have no access to funds or material associated with humanitarian aid.

    Thanks for the great article, I agree completely that we should stop all “aid” at once. Do you have any information about how any U.S. groups may have had a hand in Uganda’s Anti-Gay Law?
