Russia’s Putin signs draconian anti-gay law banning speech, rainbows, holding hands

Russian President Vladimir Putin signed into law yesterday one of the most draconian anti-gay laws on the planet.

The new law, coming only seven months before Russia is to host the Winter Olympics in Sochi, would ban anything considered pro-gay, from gay-affirmative speech, to gays holding hands in public, to even wearing rainbow suspenders.

The law also contains a provision permitting the government to arrest and detain gay, or pro-gay, foreigners for up to 14 days before they would then be expelled from the country.  That provision ought to send chills to anyone gay, lesbians, bisexual or transgender who is planning to attend or participate in the Winter Olympics.

It is now literally illegal in Russia to say that you are gay.  It is illegal to kiss your partner in public – say, after you win a gold medal.  It is illegal for a gay athlete to wear the rainbow flag.  Or even to acknowledge during an interview that they are gay – or for the foreign press to acknowledge it – unless they mention that gay sexual orientation in a negative way.

Then there’s the seemingly officially-sanctioned violence against gay, bisexual and trans people in Russia.  It’s been made clear for years now that Russian government will turn a blind eye towards anti-gay violence, and many have alleged that the Russian government is actually behind such violence.  Will gay Olympic athletes and gay Olympic fans be targeted for violence while in Russia?  No one knows.

What we do know is that the International Olympic Committee’s response to the growing threat of violence against gay athletes and gay Olympics fans has been rather anemic to date.  The IOC’s response has been so weak that Human Rights Watch recently sent the Olympic Committee a rather scathing letter demanding that the IOC take action to enforce their own charter, which bans discrimination.

What can we do? For starters, cities like Los Angeles, Quebec and Paris should drop, or suspend, their Sister City relationships with Russian cities.

More importantly, anyone thinking of attending the Olympics in Russia, a country that appears to be sinking fast into its old authoritarian ways, should stay home.  In fact, Russian gays living in the US, but originally from Russia, are calling for a boycott of the Sochi games:

“LGBT people in Russia are scared, they live in fear, and we want people to be aware of the issue. If they feel strongly about human rights they should boycott the Olympics in Sochi,” said Nina Long, co-president of RUSA LGBT, a Russian-speaking LGBT organization based in New York.

“We really want the LGBT community to know it’s unsafe to travel there,” she said in an interview with RIA Novosti.

Enjoy the Olympics in Sochi. It should be a real kick.

    The discussion has to be about defining one’s sexuality. Is having my husband’s picture on my desk at work defining my sexuality? When fellow workers ask what I did over the weekend, am I obliged to change the pronouns for my companion from masculine to feminine? When I return from a business trip and my husband picks me up at the airport, should I have to wait until we are in the car before giving him a peck.

    Actually, publicly defining our sexuality has been necessary to move our cause ahead politically. We just had a general election in Minnesota. The electorate voted against adding an amendment to the state constitution that would have defined marriage as only between a man and a woman. One of the main reasons behind the vote was the general population realized they knew many LGBs personally. That was a result of us defining our sexuality for all to see. Coming out was a political move.

    Isn’t it just a little bit ironic to ban a gay for his speech on an article where you criticize Russia for doing the same thing? Isn’t that hypocrisy?

    Is it just that you dislike his viewpoint so you ban it? He was just saying that people shouldn’t define themselves by their sexuality, as so many homosexuals seem to do. It skews your life dramatically and makes you see everything thru a certain lens and it also invites criticism. Especially when you consider gays are never not more than 3% of the population (excluding bi-curious), it may be better NOT to draw so much attention to themselves, because the rest of the population is disgusted by what they do. Many gay pride parades that were too sexual in nature actually had the opposite effect of what was intended and turned people into anti-gay activists.

    i.e. I know one whose children saw it and it was scarring and embittered the person. There is a movement within the gay pride parade groups to moderate it for example and try to make it family friendly instead of overtly sexual in nature.

    Let me see if I understand you correctly. You believe it’s perfectly okay for a male athlete to kiss his wife after winning, but another male athlete may not kiss his husband. Taking this out of the context of the Olympics, does that mean my neighbor at work may keep a picture of his wife on his desk, but I may not have a picture of my husband.

    Here’s a little hint on how we gays can avoid being discriminated against in Russia. SHUT UP ABOUT YOUR SEXUALITY. If you want acceptance and tolerance, wake up to the fact that heterosexuals do NOT put EVERYTHING in the context of their “sexuality”. Their sexuality is NOT the defining characteristic of their personality and personhood. There is no reason whatsoever for an athlete’s sexuality to even be RELEVANT to the discussion. Shut up and play whatever game or sport you’re there for and then go home like the heterosexual athletes do.     BTW – the number of states that have marriage equality is 13, but among those states are some states with a large populace. As you state that nearly 50% of the population opposes the DOMA ruling, then it should be obvious that more than 50% supports it.

    Oh, yes, here we go with the Holocaust; next Putin and Hitler will be interchangeable, I suppose. Show me the law. Show me where it spells out what is considered “gay propaganda”. I could save you the trouble because I know it does not, and nobody knows what is going to be interpreted as “gay propaganda” because nobody has been yet charged under the new law. Which is to say no case law on it exists yet, no precedent. But it will be an education for you if you look it up yourself.

    The explanatory notes which follow the text of the law are at pains to spell out that transgressors of the law will be those who represent homosexuality to minor children as a behavioral norm. That will be those who direct at minor children (16 and under) advertising or educational material which presents homosexuality as “natural and normal”, as I have seen it so defended elsewhere. It is neither of those; if homosexuality is the normal human condition, what are the 87% or so who are heterosexual? Abnormal? You can’t have two normal states at the same time. Similarly, some try to present it as “natural” because homosexuality exists in the animal kingdom. So? Such behavior typically occurs in animals in situations where there are not enough of the opposite gender to ensure everyone gets a mate. Humans have that environment, too; it’s called “prison”.

    Homosexuality is natural to the extent that children are naturally born with an attraction to their own sex. This is not something they can help, obviously, and it occurs frequently enough that the substantial group it makes up in society must be tolerated, accepted and allowed to live without fear for its physical well-being or property. The extent to which homosexuals are liked and appreciated by their fellows who do not share their orientation should be based on their individual overall likeability, their contributions to society and their own efforts to get along, and should have nothing whatever to do with their sexuality. Homosexuality must be tolerated and accepted because homosexuals are humans and homosexual by birth, but there is no particular reason it should be celebrated in a fashion that demands all of society celebrate with it.

    Show me where “homosexuals are incompatible with life” is official Russian state policy. It is you who are ignorant, because that is not official policy in Russia. I daresay such opinions and perhaps worse have been expressed in polls and surveys, because homosexuality is unpopular in Russia. It is, however, perfectly legal. Homosexuality is sufficiently unpopular also in the United States that gay couples may marry in only a few states, and the striking down of Section 3 of the Defense of Marriage Act (DOMA) which held that marriage could be defined only as a union of man and woman was opposed by nearly 50% of the population. I hope you will not confuse the whipping up of outrage against Russia and calls for an Olympic boycott as a great upsurge in support for gay rights, because it is not. It is merely getting even for Edward Snowden in the only way the western democracies can think of to do it, as they have wanted to boycott Sochi ever since the Olympic decision was announced. After 2014, that ersatz support will melt away unless you use this moment to press for reform in your own country and get it signed on the dotted line.

    Could you please provide a link to the text of the law? I’d be interested to see it, because there is no law anywhere in the Russian Federation that says it is illegal to be gay, to wear rainbow suspenders, to wear the rainbow flag or to mention in an interview that you are gay. The law says you cannot represent homosexuality as a behavioral norm to minor children, which are those aged 16 years and younger. You can ride through a crowd of 17-year-olds on a rainbow skateboard wearing nothing but a rainbow Speedo, and it is not against the law. Not unless you’re in a building or venue which prohibits riding skateboards.

    There is a good deal of effort being bent toward whipping the gay community into a righteous fury of denial so they can be used as a club to beat Russia, or to increase the calls for a boycott which would deny American athletes the opportunity to compete in events for which they have trained for years. And most of it is founded on misrepresentations or deliberate falsehoods about what the law actually says. You can make rational arguments over how it might be interpreted, but in that case the European Court of Human Rights would deal with the complaint. But it does not say that it is illegal to be gay, and homosexuality was legal in Russia for 10 years before it was in the USA.

    The U.S has plenty of discrimination and human rights abuses, but the other nations who opposite it, don’t boycott us in anyway. Maybe we should solve our own human rights violations here, instead of being self-righteous towards other nations.

    Boycotting will also just not work at this point too. It will just makes the other side angry, and they will not suddenly be convinced that gay-rights exists, because the westerners demands it so.

    Before we can boycott, what we need to do is to shape the public opinion of Russia. Currently, 85% of Russians strongly oppose gay marriage. They’re like us 20-30 years ago.
    If we want Russia to get rid of this anti-gay law that was unanimously passed, we should first finish our fight for gay-rights here, and popularize it to the rest of the world in a peaceful manner. Eventually, Russia and the other more conservative nations will catch on.

Having the games there isn’t safe and why should Russia have nice thing like the games, when they have put gay athletes in fear, it’s not going to be fun if many of them get put into to jail for looking, acting, gay, or doing something that breaks the law, because the laws are written so vauge that anything could put them in jail.

    To my knowledge, there are no real regulations for services like OnStar. As part of the user agreement when you have the service installed, you essentially allow the company to gather extensive amounts of information through your vehicle, as long as the vehicle exists. Chuck Schumer asked the FTC to investigate just what data companies were collecting, and for what purpose, a couple of years ago, but I can’t recall anything coming of it. Unfortunately, laws are a good 25+ years behind technology when it comes to this sort of thing… and any level of “security” is entirely left in the hands of the free market. We just have to cross our fingers and hope General Motors is keeping all that data, as well as the link from OnStar itself to individual’s cars secure… because it would theoretically cost them billions if they weren’t, and it became public knowledge.

    There was freedom of a sort briefly after the revolution, but it didn’t last. Intellectuals, for instance, even encouraged each other to try out bisexual threesomes and similar situations to break from old ways.     In fact, Scriabin’s music, which is pre-revolutionary, could even be called prototypical jazz (the 5th and 7th piano sonatas particularly). It is considered prototypical serial composition. One can also argue that Rachmaninov’s music is better than what Americans were composing at the time. He himself said America is a place with many great orchestras and no culture.

    Stalin’s rise to power is what mostly crushed the culture. There was so much potential.

    Let’s see if the IOC has any balls.
    To hold the games in Russia now would be as draconian as the anti-gay law itself.

    Evidently Ivan the Terrible, who had his own son slaughtered, is still ruling Russia, at least in spirit. The international GLBT community should organize a boycott of these games, and should do so as noisily as possible. There will almost certainly be some gay-bashing incidents, official or unofficial, government-sanctioned or government-winked-at. Will NBC, which has not to my knowledge ever even mentioned gay participation in/support for the Olympics, even cover them? I wouldn’t bet on it.

    Russia has always been a suppressor of human rights at all levels. The reward for this is the winter olympics. Czar, stalin, successive premiers and now Putty Put. Keep your citizens drunk and hating something. Sounds like America but we just keep the dumb, hopped up on Religion and a government that spies and is now going to reward people for spying on friends, neighbors and family.

    Russia — just a colder version of Somalia. It’s pretty much on the verge of becoming a failed state. Russia is and always has been ungovernable without an incredible amount of official violence and brutality.
