Its grooming and a little play. We have only had one litter of pups here, but grooming was right up there with feeding as what the mother dog did when she was not sleeping and eating. The same grooming strokes make the 100# dogs the puppies grew up to be very happy.

My cat grooms my Pomeranian all the time. Dog enjoys it so much, she goes over and paws at the cat to do it.

I used to have a greyhound that would put hid head on the bed next to the cat so that she would groom him. It is what cats do, some dogs enjoy it.
